Rafael Espinal was born at Woodhull Hospital in 1984 to Dominican immigrant parents and raised in Cypress Hills, Brooklyn—then one of New York City’s most neglected neighborhoods. The third of six children, he grew up in a union household where his parents balanced long hours with creative side work. That experience shaped his belief that working people deserve both economic security and the freedom to pursue their passions.
A graduate of Queens College, Rafael began his career teaching adult literacy and GED classes in his community before entering public service as Chief of Staff to a City Council Member. His drive to create systemic change took him to the New York State Assembly, representing the 54th District, where he advanced legislation on healthcare access, immigrant rights, and fair fiscal policy—earning recognition as one of City & State’s “40 Under 40 Rising Stars.”
Elected to the New York City Council in 2013, Rafael represented Bushwick, Brownsville, Cypress Hills, and East New York. He led the city’s largest neighborhood investment plan, delivering new affordable housing, jobs, and infrastructure while securing environmental protections and creative spaces in fast-changing communities.
Throughout his career, Rafael has been a consistent advocate for climate action, worker fairness, and cultural equity. He has championed sustainability, green jobs, and the protection of artists and small businesses facing displacement.
Named New Yorker of the Year by Time Out New York and highlighted by The New York Times as a “standout” public servant, Rafael remains dedicated to inclusive leadership. His work continues to focus on expanding opportunity, rebuilding trust in public institutions, and ensuring that New York City grows in a way that serves everyone.
Rafael now serves as the Executive Director of Freelancers Union.
